The two rockets were actually very different, as the two names suggest. The V-1, or the "flying bomb", was as close to a flying bomb as you could get before it became a ballistic missile. The large difference between the flying bomb and the V2 is that the V2 goes 50 miles up in 60 sec, levels off, and then comes down again, directing itself with its 4 rudders and its internal graphite veins. The V1 on the other hand, had a much more simple trajectory. It would be launched via a gas powered launching ramp, and would keep its path (height and direction) from launch to impact. This also made it far easier for the allies to shoot them down, while the V2 never had this problem (it traveled at over 5000km/h). But the price would come into it as well, and with the V1 costing only 20% of the price of the V2, its no wonder 5 times as many were made. These weapons were also made with another purpose in mind though; Terror. These weapons were designed to have a terrifying nature about them, which would break the resolve of the British public. Had all of the missiles hit their targets, it would have had much worse/better effect.
